Director/Contracts Manager

Joshua Keogh

BSc Civil and Construction Engineering.

With more than 10 years of civil engineering experience on projects throughout New Zealand and the U.K., Joshua has a vast understanding of pipeline construction, maintenance, and renewals. His expertise in civil construction contracts and practices in the infrastructure pipelaying sector makes him an effective leader and an integral part of the Pro Civil team.

In 2012, Josh travelled to Asia and Australia after earning his bachelor’s degree in civil and construction engineering from the University of South Wales, U.K. For two years, he resided in the Northern Territory, where he worked as a labourer and graduate civil engineer. In 2016, he relocated to Christchurch, New Zealand, to work as a site engineer on the Stronger Christchurch Infrastructure Rebuild Team (SCIRT), an organisation dedicated to rebuilding infrastructure damaged during the 2011 earthquake.

Joshua gained extensive experience as a contract manager and estimator after moving to the Tasman region in 2017. With a focus on civil engineering projects such as three waters infrastructure, slope stabilisation, roading, and subdivisions, he gained the technical capability and practical expertise to effectively lead complex teams and deliver outstanding results to his clients. In 2021, Joshua relocated to Dunedin, Otago, to establish Pro Civil Construction.

Joshua spends his downtime with his family and engages in active hobbies, such as weightlifting and running. With a history of playing sport in his youth, he carries the winning mentality into his work and business life.

Josh’s most notable project:
Tasman District – Queen Street Infrastructure Upgrade (2017-2018) | $3.1M Project | Contract Manager

  • Excavations up to 4m depth to install 375mm to 1200mm diameter stormwater pipes.
  • Sheet piling and trench shoring of excavations due to poor ground condition.
  • Maintained operational stormwater systems for the duration of the project works.
  • Overcame significant project challenges, including contaminated materials, quality control of aggregate and backfill, significant rainfall and working around numerous contractors in a confined environment.
Operations Director

Dean Carey

National Certificate in Pipeline Maintenance and Construction (Stormwater, Wastewater and Water Reticulation), Level 4.

For more than 20 years, Dean has gained a thorough knowledge and expertise of civil construction works, including deep drainage, reticulated water systems, and pipeline construction, maintenance, and renewals. From his early experiences working on civil engineering projects in Wales, U.K., to his roles managing crews, sites, and projects in New Zealand, Dean’s leadership and commitment to quality are essential to Pro Civil’s success.

Dean discovered his passion for civil engineering and management in 2006 while working as a civil ganger in Abergavenny, Wales. Over a period of 7 years, he coordinated and supervised site crews on projects ranging from large-diameter water pipe installation and maintenance to bulk excavation earth works. Upon his relocation to Christchurch in 2013 to work on the Stronger Christchurch Infrastructure Rebuild Team (SCIRT) after the 2011 earthquake, he built on his knowledge and experience in civil construction by supervising crews on various contracts, including low-pressure and gravity sewer upgrades and road upgrades.

Since his transition to project management in 2017, Dean has honed his communication skills and his ability to manage multiple crews and tasks with confidence. As his knowledge and expertise of the industry evolved, he moved into operations management in 2021. Through his operational leadership, Dean is keen to grow as a trusted leader in the civil construction industry and exceed the expectations of both his clients and crew.

Dean’s most notable project:
Wastewater Package 4 – Christchurch City Council (2020) | Project Manager

  • Successfully navigated project challenges, including managing deep excavations up to 3m and overseeing the installation of 2.8m wide structures (within the mm) using a crane.
  • Completed project on time and within budget while gaining experience with large PE pipes and wastewater management to engineering standards.
Contracts Manager

Dane Steffensen

For over 10 years Dane has worked across a broad range of civil engineering disciplines in Otago, primarily in contract management roles.

From roading construction, maintenance contracting, civil construction, pipelaying, quality assurance and infrastructure installation, Dane has delivered high quality projects throughout Otago in a safe and cost effective manner.

Taking a hands on approach, Dane has often lead teams on the ground whilst providing overall contract management. This has led to him crafting a true “nuts and bolts” knowledge of the industry, aiding Pro Civil’s ability to accurately plan and implement contract works without surprises.

Dane also provides an element of design experience, having successfully completed various design and build contracts with great results. As a Contracts Manager for Pro Civil, Dane will be engaged in all stages of contract procurement to delivery.

DANE’S MOST NOTABLE PROJECT:
Hospital Creek Floodbank Remediation – Clutha District Council (2022) – Contract Manager

This project involved large scale earthworks, installation of impermeable liner and reinstatement of the Hospital creek floodbank in Balclutha.

The project presented various challenges in site ingress/egress, conditions and steep terrain along with environmental challenges that required daily supervision.

Dane ran this contract on the ground with a lean approach to manpower given the complexity of the earthworks and the need for highly efficient productivity.

In conjunction with CDC, ORC, Geosolve and Civil Defence, the project was delivered on budget to an excellent standard albeit while managing works through out several flooding events.

Site Engineer

Thirupathi Vavilala

Bachelor of Engineering Technology (Civil)

Thirupathi has recently started his career in the industry, after graduating from the Otago Polytechnic with a Bachelor of Engineering Technology (Civil), in late 2022.

His role in the company will develop over the next 12 months, taking care of the Quality, Health and Safety and Environmental aspects of each contract we undertake.

Thirupathi is very diligent and provides support for detailed reporting, recording and on site supervision for our team.

In his free time, T enjoys cooking, spending time with his family and playing cricket.

THIRUPATHI’S MOST NOTABLE PROJECT:

  • Sawyers Bay – Three Water Renewals –
  • Area F Excavations up to 3.5m depth to install 150mm to 675mm diameter pipes Trench shoring of excavations due to depths and ground conditions maintaining live systems for the duration of the project works.
Site Foreman

Bobby Pratt

National Certificate in Pipeline Maintenance and Construction (Stormwater, Wastewater and Water Reticulation), Level 4.

Bobby is an essential part of the Pro Civil team, with over 15 years of experience in civil construction. His expertise and knowledge of deep drainage works, reticulated water systems, and Council Engineering Standards have resulted in high-quality outcomes on each of his projects and a reputation for diligent site management.

With his Construct Safe designation and knowledge of industry best practices, Bobby is committed to maintaining safe and healthy worksites for his team. His technical capability and broad understanding of the civil pipelaying industry enable him to communicate, organise, and lead with confidence. From demolition and excavations to sub-contractor management and traffic safety, Bobby is a versatile and passionate Drainage Foreman.

During his downtime, Bobby enjoys golfing and spending time with his wife and pets.

  • McConnell Dowell appointed Utilities Infrastructure Limited as a subcontractor to install approximately 4km of 315mm to 450mm HDPE Wastewater pipes at a depth of 2.5m.
  • Project involved a combination of trenching and laying the new line and thrusting a new pipe under an existing rail line.
  • Successfully navigated project challenges, including managing deep excavations up to 3m and overseeing the installation of 2.8m wide structures (within the mm) using a crane.
  • Completed project on time and within budget while gaining experience with large PE pipes and wastewater management to engineering standards.
Site Foreman

Matthew Nelson

National Certificate in Civil Construction Works (Horizontal Directional Drilling), Pipeline Maintenance and Construction (Stormwater, Wastewater and Water Reticulation), Level 4.

Matthew is a confident all-around machinery operator, but his passion and expertise lie in horizontal directional drilling and advanced trenchless technologies. With over 10 years of civil construction experience in New Zealand, his extensive technical capability and practical skill make him an integral part of the Pro Civil team. From installing pipework up to 3m depths to operating heavy machinery on-site, Matthew is always keen to lend a hand and ensure projects are delivered within required timeframes.

With his vast knowledge of industry practices, health and safety, and site management, Matthew works hard to ensure that each project is completed to exceptional quality standards. His calm temperament and measured communication style make him an effective leader, especially in high-pressure conditions.
He thrives in complex situations and enjoys identifying challenges and working with his team to overcome them.

During his time outside of work, Matthew enjoys snowboarding, listening to music, and travelling.

Matt’s most notable project:
Westport Raw Water Supply Project | HDD Driller

This project involved transferring raw drinking water from the existing intake at the South branch of Giles Creek to Pond 3 of the Westport Reservoir network. The existing 2.5 km of reticulation consisted of 4 hand dug tunnels linked by timber flumes and bridges, open channels and existing concrete pipework all in native bush land and protected wetlands. The longest of the tunnels which measured 1.2 km long and up to 200m deep, collapsed in the middle leaving the town without a water supply and relying on temporary pumping from a river below the reservoirs.

Using a series of trenchless techniques Hadlee & Brunton installed approx. 1.5km of 630mm and 710mm PE through the existing reticulation. To reline Tunnel 1 a 40m deep portal excavation had to be undertaken. This was to expose where tunnel 1 and tunnel 2 intersected at the downstream end of Tunnel 1. At the other end (upstream end) a 40m cantilevered bridge had to be installed over a river to access where the tunnel exits a cliff face. A 1.2km long, 813mm dia. 360T steel pipeline was installed using a 500T Herrenknecht Thruster and a 200T Herrenknecht Maxi Rig. The existing intake weir was rebuilt and fitted with self-cleaning screens and solar powered Scada controlled automated gates and mag meters.
